2011 Municipal Elections: Non-Resident Property Owners

Non-Resident Property Electors

If you own property in Bowen Island Municipality, but live somewhere else in British Columbia, you may be eligible to vote as a non-resident property elector if you:

  1. are a Canadian citizen; AND
  2. are, or will be, 18 years of age or more on General Voting day (November 19, 2011); AND
  3. have lived in BC for at least 6 months prior to registration; AND
  4. You must not be eligible to register as a resident elector in Bowen Island Municipality; AND
  5. are not disqualified from voting by the Local Government Act or any other Act.

Non-resident property electors (NPRE) can only vote once, regardless of the number of properties they own in Bowen Island Municipality.

If more than one person owns the property, only one owner may register and that person must have the written consent of a majority of the other owners; and

Section 51(1)(e.1) of the Local Government Act states that the only persons who are registered owners, either as joint tenants or tenants in common, are individuals who are not holding the property in trust for a corporation or another trust.

To apply to register as a non-resident property elector (NPRE), please complete the Application for Registration as a Non-Resident Property Elector, along with required documentation and, if applicable, the Consent of Registered Owners for Non-Resident Property Elector Registration form, and submit them by mail, fax or email to:

If you are not registered as a non-resident property elector and meet all the requirements, you may vote in the Bowen Island municipal elections. You may register on the day you vote at either an advance voting opportunity or on general voting day. However, if more than one person is registered as an owner on the property's land title, a "Non-Resident Elector Consent Form" containing signed consent from the majority of the registered owners is required.

When registering at the time of voting, you will be required to provide two pieces of identification containing your name and address with at least one with a signature (samples of acceptable ID include Canadian Passport, BC Drivers Licence, BC ID Card, BC Care Card, Birth Certificate, Canadian Citizenship Card, Property Tax Notice, utility bill). In addition to the identification you will need satisfactory proof (copy of property tax notice, Land Title notice, etc.) that you are entitled to register as a non-resident property elector for the property and have a signed "Non-Resident Elector Consent Form" if more than one person is registered as an owner on the property's land title. A "Non-Resident Elector Consent Form" is written consent from the majority of the registered owners appointing one of the registered owners as the non-resident property elector for the property.
