Bowen Community Centre Action Committee

The Bowen Community Centre Action Committee is a committee of Council formed to manage the next steps and deliver a financial strategy that will make it feasible for the construction of a modest Community Centre to take place on Bowen Island.

The mandate of the Committee is to deliver to Council a financial plan that considers all capital costs of construction of the community centre, a business plan for the operation of a facility, and a fundraising strategy.  The Committee's Terms of Reference can be viewed here

The specific deliverable is to recommend to Council a conceptual design and location for the community centre that is sufficiently detailed for tendering the design and construction of project. The Committee, with assistance from Project Manager Florrie Levine, and other consultants as necessary, will accomplish the following:

  • Determine building design, site plan and cost estimate.
  • Develop a business plan and financial strategy, including budget and capital and operating costs.
  • Outline fundraising strategy and identify potential public and private sources to support contributions to capital or operating costs.
  • Identify governance model for building.
  • Develop a marketing plan for the Community Centre project that is to be used in subsequent phases of the Community Centre development.

The Bowen Community Centre Action Committee consists of seven members with representation from arts, recreation and general community interest. The Chief Administrative Officer is appointed Chair, as a non-voting member. It is expected that decisions and recommendations will be reached by consensus.

The Committee has issued a Request for Proposals (RFP) to hire a consultant to conduct a fundraising campaign feasibility study.  Details regarding the RFP can be view here.
